## Why It Matters

Since 28 June 2025 the European Accessibility Act (Directive (EU) 2019/882) requires many consumer services, including online shops, consumer banking, e-books, passenger transport and electronic communications, to meet accessibility requirements and to publish information on how they meet them, in a form people with disabilities can use. Microenterprises that provide services are exempt. Each EU country applies the Act through its own law, which can add details.

### Is this an official template?

No. It is a drafting aid built around Article 13 and Annex V of the Directive. It is not legal advice; check the result against the law of each country where you offer the service.

### Who has to publish accessibility information?

Providers of the consumer services the Act covers, such as online shops, consumer banking, e-books, passenger transport and electronic communications, from 28 June 2025. Microenterprises that provide services, with fewer than 10 staff and an annual turnover or balance sheet total of no more than €2 million, are exempt.

### Which standard does the statement refer to?

EN 301 549 V3.2.1, the European accessibility standard for ICT products and services, which for web content includes WCAG 2.1 level AA. Change the text if you assess against another version.

### What is a disproportionate burden?

Article 14 lets a provider skip a requirement that would fundamentally change the service or impose a disproportionate burden. The provider must document that assessment, keep it for five years after the service was last provided, renew it at least every five years and give it to the authority on request.
